The Consequence of Rain was one of the films screened at Human Rights DocFest 2009, an initiative of Journalists for Human Rights.

Since the presidency of Hugo Chavez, the poor in Venezuela are getting more attention than ever before. The development of Communal Councils (volunteer groups from self-defined neighborhoods) has allowed for communities to help themselves through government funding. This film explores the communication limits between inhabitants of Barrio Antonio Jose and their Communal Council leaders who struggle to self govern.
